You cannot apply as a Project Lead if you do not live in a community that is eligible for STORYHIVE funding. However, you can participate in a STORYHIVE Edition as part of a creative team that does have a Project Lead who meets the residency requirements.
The Project Lead is the person who signs the TELUS Grant Agreement and receives the grant money. The Project Lead cannot change once a project has been submitted.
